ASSAM’S REVENUE & E-GOVERNANCE INITIATIVES

The recent launching of two key reforms in the revenue ‘e-DEED’ department aimed at digitalising property registration and the revenue court management system is a welcome move towards expansion of e-governance.

Key Reforms in Assam’s Revenue & E-Governance Initiatives:

Digital Transformation in Revenue Department

  • Launch of ‘e-DEED’ to digitalize property registration
  • Benefits:
    • Simplifies and secures property transactions.
    • Enhances efficiency, transparency, and accountability.

Revenue court management

  • A portal was also launched to digitalise the revenue court management system, from the time of registration of the case up to judgement delivery.

CM also launched the CM-Atmanirbhar Asom Abhijan (AAA) registration portal.

  • Around 1.52 lakh youths have registered for the government assistance of Rs 2 lakh under the self-employment scheme.

Issues with Existing Online Services

  • Many online services still require physical follow-ups at government offices.
  • Lack of a fully functional grievance redressal system.
  • Need for time-bound digital services to prevent delays in land records, birth & death registrations, agriculture, and marketing information.

Roadmap for Effective E-Governance

  • Mandatory internet-based functioning from district commissioner to Gaon Panchayat.
  • Establishing online grievance cells in every department, especially for civic issues.
  • Reduce paperwork and enhance transparency through 100% digitalization.
  • Firm commitment from administration & government essential for success.

Effective e-governance can transform Assam’s administrative efficiency, reduce corruption, and provide citizens with seamless, transparent, and time-bound services.
