The recent launching of two key reforms in the revenue ‘e-DEED’ department aimed at digitalising property registration and the revenue court management system is a welcome move towards expansion of e-governance.
Key Reforms in Assam’s Revenue & E-Governance Initiatives:
Digital Transformation in Revenue Department
- Launch of ‘e-DEED’ to digitalize property registration
- Benefits:
- Simplifies and secures property transactions.
- Enhances efficiency, transparency, and accountability.
Revenue court management
- A portal was also launched to digitalise the revenue court management system, from the time of registration of the case up to judgement delivery.
CM also launched the CM-Atmanirbhar Asom Abhijan (AAA) registration portal.
- Around 1.52 lakh youths have registered for the government assistance of Rs 2 lakh under the self-employment scheme.
Issues with Existing Online Services
- Many online services still require physical follow-ups at government offices.
- Lack of a fully functional grievance redressal system.
- Need for time-bound digital services to prevent delays in land records, birth & death registrations, agriculture, and marketing information.
Roadmap for Effective E-Governance
- Mandatory internet-based functioning from district commissioner to Gaon Panchayat.
- Establishing online grievance cells in every department, especially for civic issues.
- Reduce paperwork and enhance transparency through 100% digitalization.
- Firm commitment from administration & government essential for success.
