National Mission on Foundational Literacy and Numeracy called National Initiative for Proficiency in Reading with Understanding and Numeracy(NIPUN)

  • Launched by the Ministry of Education in July 2021.

  • Focuses on children aged 3 to 9 years, including pre-school through Grade 3.

Implementation Mechanism:

  • A five-tier system will be established at: National, State, District, Block, School levels

  • Operates under the centrally sponsored scheme of Samagra Shiksha.

Goals and Objectives:

  • Achieve universal foundational literacy and numeracy (FLN) skills by 2026-27.

  • Applies to all Government, Government-Aided, and Private Schools.

Focus Areas:

  • Access and Retention: Ensure children are enrolled and retained during foundational years of schooling.

  • Teacher Capacity Building: Enhance teacher skills and competencies.

  • Development of Resources: Create high-quality, diverse learning materials and resources for students and teachers.

  • Progress Tracking: Monitor each child’s progress to meet learning outcomes.

The NIPUN Bharat Mission, aims to ensure foundational literacy and numeracy for children aged 3 to 9 years by 2026-27 through a comprehensive implementation framework across all states and UTs. It focuses on improving access, teacher capacity, resource development, and tracking progress in early education.
