Mizoram has achieved 98.20% literacy, surpassing the 95% benchmark set by the Ministry of Education under the ULLAS programme (PLFS 2023–24 data).
- It is now considered fully functionally literate, following Ladakh, which was the first UT to achieve this milestone.
What is Functional Literacy?
- The ability to read, write, and perform basic arithmetic in real-life contexts — including filling forms, managing personal finances, reading instructions, etc.
- It enables active participation in social, economic, and civic life.
What is ULLAS – Nav Bharat Saksharta Karyakram / New India Literacy Programme (NILP)?
ULLAS (Understanding Lifelong Learning for All in Society)
- A centrally sponsored scheme being implemented from 2022 to 2027.
- Objective: Ensure lifelong learning for all adults aged 15+ who missed formal education.
- Aligned with: National Education Policy (NEP) 2020.

- Basic Education (up to Class 8 level)
- Critical Life Skills (digital, financial, legal literacy)
- Vocational Skills Development
- Continuing Education (libraries, book clubs, reading rooms)
Implementation Features:
- Volunteer-driven model (Kartavya Bodh – duty consciousness).
- Leverages DIKSHA platform & ULLAS web/mobile portals for content access in 22 regional languages.
- FLNAT (Foundational Literacy and Numeracy Assessment Test) conducted biannually for certification, hosted at local schools.
