Pradhan Mantri Awaas Yojana-Gramin (PMAY-G)
- Launch:
- Started on April 1, 2016, by restructuring the Indira Awaas Yojana (IAY).
- Objective: “Housing for All” by 2022 (Centrally Sponsored Scheme).
- Ministry Involved:
- Ministry of Rural Development.
- Aim:
- Provide pucca houses with basic amenities to all rural families who are homeless or living in kutcha/dilapidated
- Support BPL households for construction and upgradation of kutcha houses through full grants.
- Eligible Beneficiaries:
- SCs/STs, freed bonded labourers, and non-SC/ST
- Widows or next-of-kin of defence personnel killed in action.
- Ex-servicemen, retired paramilitary members, disabled persons, and minorities.
- Beneficiary Selection Process:
- Three-stage validation:
- Socio-Economic Caste Census (SECC) 2011.
- Gram Sabha
- Geo-tagging for tracking and verification.
- Cost-Sharing Mechanism:
- Plain Areas: 60:40 (Centre: State).
- Northeastern States, Himalayan States, J&K: 90:10 (Centre: State).
- Union Territories (including Ladakh): 100% funded by the Central Government.
Assam’s New Geo-Tagging System under PMAY (Gramin):
- Assam government to implement a new geo-tagging system for selecting beneficiaries under Pradhan Mantri Awas Yojana (PMAY) Gramin.
- Aim: Ensure transparency and curb irregularities in beneficiary selection.
- Implementation of New Geo-Tagging System:
- Jeevika Sakhis (assisted by Self-Help Groups) to conduct preliminary geo-tagging.
- Self-geo-tagging: Beneficiaries can upload a photo of their kutcha house with name and address.
- Verification Process:
- P&RD Department staff to conduct the final check.
- Approval from Gaon Sabha.
- Review by Block-level committee.
- Final approval by District-level committee led by the guardian minister.
- State-wide Campaign: A campaign for the new geo-tagging system will be launched across Assam from March.
